Remembering Ludlow but Forgetting the Columbine: The 1927-1928 Colorado Coal Strike CU Scholar University of Colorado Boulder Historians have extensively documented the Ludlow Massacre, which took place during the UMWA's 1913-1914 strike. However, there has been a curious lack of attention to the Columbine Massacre that occurred not far away within the 1927-1928 Colorado coal strike, led by the IWW. This dissertation brings to light an understudied set of significant events and the processes of memory that allowed 1920s era strikes to be forgotten in historical narratives. CU Scholar University of Colorado Boulder The dissertation explores the causes, context, and legacies of the 1927-1928 Colorado coal strike in relationship to the history of labor organizing and coalmining in both Colorado and the United States.

It examines the significance of these events to national debates about labor during the period as well as changes and continuities in labor history from the Progressive era to 1930s New Deal labor policies and even through the 1980s. CU Scholar University of Colorado Boulder The dissertation demonstrates the significance of these events to national debates about labor during the period as well as changes and continuities in labor history from the Progressive era to 1930s New Deal labor policies and even through the 1980s. It reveals meaningful and important strands of labor activism in an era often understood to be quiescent. CU Scholar University of Colorado Boulder The dissertation also explores the reasons why the 1914 Ludlow Massacre has been remembered but the 1927 Columbine Massacre has been forgotten.

Strategic and personal factors helped to shape a narrative that prioritized the well-documented labor militancy and resistance to it during the Progressive era, when Ludlow occurred, over the 1920s and early 1930s, which came to be portrayed as a quiescent era for labor, which, as the biographies show, it was not. CU Scholar University of Colorado Boulder Both individuals (such as Roche, Hapgood, and others) and institutions (such as the United Mine Workers and the International Union of Mine, Mill, and Smelter Workers' Union) needed to put the tumultuous twenties behind them and reinvent themselves in the thirties. In the decades that followed, multiple contexts led both historians and even the original participants to reinforce the forgetting. The history of the Columbine thus reorients scholarly understanding of both labor organizing and the 1920s labor movement.

Offsite construction, a set of construction techniques involving offsite prefabrication before onsite building assembly, shows promise as a means of reducing housing construction costs and timelines. Yet the sector accounts for a marginal share of the construction sector in the United States today due to a range of barriers preventing many firms from achieving economic sustainability and efficient project performance. As accelerating construction cost inflation undermines the ability of housing markets to supply enough housing to meet demand, state and local jurisdictions throughout the United States have recently begun pursuing industrial policy efforts to address these barriers and catalyze broader adoption of these techniques. Digital Access to Scholarship at Harvard This research identifies patterns in these policy initiatives across each stage of their development, progressing from the barriers that motivate them, to their origins, goals, design, and implementation, and concluding with an analysis of Colorado as an advanced case study with sufficient data to permit tentative policy evaluation.

This thesis makes contributions across each stage of the policy cycle. It elaborates on previously understudied barriers to offsite construction and argues that the barriers to the offsite construction form an interconnected system with important policy implications. These include that policy must be mindful of unintended consequences, comprehensive across the many domains of the housing ecosystem in which these barriers exist, and address the vicious cycle between the industry’s reputation and its inability to achieve scale. Digital Access to Scholarship at Harvard Regarding the policy initiatives themselves, it identifies five broad categories of policy instruments – demand aggregation, regulatory reform, factory subsidies, workforce development, and knowledge diffusion – and identifies three key challenges that have emerged in several policy efforts: achieving regional coordination, sustaining momentum, and opposition from building trades unions.

Finally, it finds that firms supported through Colorado’s policy efforts have yielded cost savings and housing unit production below initial expectations. Though robust causal attribution was prevented by a lack of data, it argues that insufficiently comprehensive regulatory reform and demand aggregation provide significant explanation for these outcomes. Digital Access to Scholarship at Harvard Offsite construction, a method of prefabricating housing components offsite before assembly on-site, holds promise as a way to reduce construction costs and timelines. However, the sector currently only accounts for a small share of the construction industry due to various barriers that prevent firms from achieving economic sustainability and efficient project performance.
